Like tigers and lions, they may attack humans and kill, but should the Tribunal eradicate tigers and lions too? That doesn’t make sense.
From the Tribunal’s perspective, dinosaurs are merely at the level of Behemoths, far from being considered Alien threats.
Instead, it is those ancient Behemoths that can destroy human cities in battle and are difficult for humanity to harm, those are the real threats.
